DUSHANBE, December 10, 2012, Asia-Plus — Tajik Minister of Defense, Sherali Khairulloyev, is leaving for Moscow today to attend the next meeting of the CIS Council of Ministers of Defense that will take lace there on December 11.
Faridoun Mahmadaliyev, a spokesman of the Ministry of Defense (MoD), says more than 20 items related to various aspects of military cooperation in the CIS area have been tabled to the meeting’s agenda.
According to the CIS Executive Committee, the defense minister are expected to discuss a draft concept for the development of the united system for state radar identification, interaction of military administration bodies that share information about the radioactive, chemical, and biological situation as well as unified controlled indicators of radioactive, chemical and biological security, said the source.
The meeting participants will also discuss matters concerning joint actions of the CIS united air defense system in 2013 and the improvement of the metrological support of the armed forces of the CIS member states, the interaction of between the bodies in charge of international military cooperation between the defense ministries, the holding of joint actions by engineer troops, the modernization and repair of engineer armaments, and the formation of a common inter-archive directory.
The meeting’s agenda also includes matters concerning the basic organization for training of military personnel for engineer troops, the improvement of the training of specialists, military research, and educational staff for the topographic services of the armed forces of the CIS member states.
Besides, the CIS defense ministers will have to discuss preparations to celebrate the 70th anniversary of Victory in the Great Patriotic War of 1941-1945.
The session is also expected to summarize the results of the second international contest of military science projects dedicated to the 20th anniversary of the founding of the CIS Defense Ministers Council. The session participants will have to make a decision on holding various sport championships of the friendly armies of the CIS member nations in 2012 and analyze the performance of the working bodies of the Council in 2012 and will adopt the plan of operation for 2013.
The defense ministers of Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Turkmenistan, Uzbekistan, and Ukraine are expected to take part in the session of the CIS Defense Ministers Council.
The CIS Charter establishes the Council of Ministers of Defense, which is vested with the task of coordinating military cooperation of the CIS member states. To this end, the Council develops conceptual approaches to the questions of military and defense policy of the CIS member states; develops proposals aimed to prevent armed conflicts on the territory of the member states or with their participation; gives expert opinions on draft treaties and agreements related to the questions of defense and military developments; issues related suggestions and proposals to the attention of the CIS Council of the Heads of State. Also important is the Council”s work on approximation of the legal acts in the area of defense and military development.
An important manifestation of integration processes in the area of military and defense collaboration of the CIS member states is the creation, in 1995, of the joint CIS Air Defense System. Over the years, the military personnel of the joint CIS Air Defense System reportedly grew twofold along the western, European border of the CIS, and by 1.5 times, on its southern borders.
In December 1993, the CIS Armed Forces Headquarters was abolished. Instead, the CIS Council of Defence Ministers created a CIS Military Cooperation Coordination Headquarters (MCCH) in Moscow, with 50 per cent of the funding provided by Russia
