In a statement delivered at the Fourth Dushanbe Conference in Al-Kuwait, Tajik President Emomali Rahmon yesterday noted that as a founder of the Dushanbe Process on Counter Terrorism and its Financing, Tajikistan is pleased to support the initiative to host for the first time the Conference as a part of this process beyond Tajikistan.

According to him, Tajikistan as the initiator of the Dushanbe Process reaffirms its commitment to collaborate with the United Nations and other international partners.

Tajik leader noted that the issues of terrorism, extremism and manifestations of radicalism have emerged as a global threat raising concerns for all humanity.

“The proliferation of extremist ideas, an incitement of hostility and the fostering of religious conflicts within society alongside the recruitment of youth for the perpetration of terrorist acts have become as significant instruments employed by terrorist and extremist organizations,” said Emomali Rahmon.  “By amplifying their operations through these methods, they aim to impose a radical transformation upon the socio-political framework of a nation.  Furthermore, these organizations extensively leverage advanced information technologies to achieve their destructive objectives.”

He noted that to prevent the threat of extremism particularly among the youth it has become imperative to carry out targeted measures.

In this context, educational programs and social projects which bolstered by economic resources and opportunities, those could help to diminish a risk of extremism are recognized as critical toolkits in this process, Tajik president said.

Along with this, retraining in new technologies is essential for enhancing the capabilities of law enforcement agencies and intelligence services through comprehensive training and technical assistance.  “In this vital endeavor, the sharing of information and exchange of best practices will be crucial.  Together we can build a safer world for all,” Tajik leader said.

Rahmon emphasized that enhancing the coordination of operations at both regional and global levels along with building agile mechanisms for the timely response to security risks and threats will significantly aid in collective efforts to address these challenges.

In this regard, Tajikistan reportedly expresses its strong support for the adoption of the Comprehensive Convention on International Terrorism (CCIT).

Tajik leader further noted that terrorist groups consistently attempt to cross borders and escalate their subversive and destructive activities.

“It is of paramount importance for Tajikistan to ensure a reliable protection of the state border and explore opportunities and resources for its further fortification,” said Emomali Rahmon.  “Tajikistan shall undertake all necessary measures to enhance border security mechanisms.  Tajikistan stands at the forefront of confronting modern threats, such as terrorism, extremism, radicalism, drug trafficking and other manifestations of cross-border organized crime.  In this regard, we are well aware of the need to integrate efforts on the international arena.”

Tajik leader added that it should be noted, that based on extensive experience Tajikistan gained in combating global challenges and threats, it has developed and is implementing the Strategy on Counter-Terrorism and Extremism for 2021-2025.
