Asia-Plus

Due to the increasing number of prisoners convicted of extremist and terrorist activities, as well as involvement in radical groups, the government of Tajikistan has developed a special program for their rehabilitation and reintegration into society.  Over 38.5 million somonis will be allocated for the implementation of this program, with 17.5 million somonis being financed from the national budget.

This is stated in a government resolution of March 28, 2025, published in the legal information database of the Ministry of Justice of Tajikistan.

The goal of the program is to “improve the health, rehabilitate, and integrate prisoners convicted of crimes related to extremism and terrorism, ensure law and order, protect the rights and freedoms of individuals and citizens, as well as their legitimate interests from extremist and terrorist threats."

The program is designed to be implemented from 2025 to 2029.

One of its main tasks is the physical, psychological, and emotional rehabilitation of the convicted, their return to a healthy lifestyle, and their integration into society. It also aims to create conditions for professional education and ensure regular and strict monitoring.

During the implementation of this program, the reasons, conditions, and factors that led to their involvement will be studied individually, and individual rehabilitation and correction measures will be applied to each prisoner.

It is noted that psychological services, staffed with specially trained professionals, must be organized in correctional institutions, including the Main Directorate for the Execution of Sentences of the Ministry of Justice.

A total of 38,520,000 somonis will be allocated for the rehabilitation program, including 17,530,000 somonis from the state budget and 20,990,000 somonis from extrabudgetary sources.

It is expected that the implementation of the program will improve the functioning of the criminal justice system, with convicted individuals being resocialized and the social consequences of their isolation from society being mitigated.

The program will be carried out in three phases by relevant ministries and departments, as well as local government authorities of cities and districts.

According to the Ombudsman of Tajikistan, as of January 1, 2024, there were 13,556 convicted prisoners and 1,355 suspects in the country's penal colonies and pretrial detention facilities.  Of these, 14,466 were men, 455 were women, 134 were minors, and 244 were foreign nationals.
