Yesterday, on March 19, 2025, during the first sitting of the first session of the Majlisi Namoyandagon (Tajikistan’s lower chamber of parliament) of the seventh convocation, Fayzali Idizoda was elected Speaker of the Majlisi Namoyandagon.  He is a member of the ruling party, the People's Democratic Party of Tajikistan (PDPT), and hails from the Rasht district (formerly Gharm district).  He was elected as a representative from this district and is not a very familiar figure to the public.

 

Who is the new Speaker of the Majlisi Namoyandagon?

Fayzali Idizoda was born in the Gharm district on January 3, 197.  In 1993, he enrolled in the Faculty of Law at the Tajik National University, graduating in 1998.  After graduation, he began his career as an investigator in the tax department of the Rasht district.

From April 5, 2001, to March 4, 2008, he worked as an investigator for the Military Prosecutor's Office in the Rasht district.  

In September 2008, he entered the postgraduate program at the Institute of State and Law of the Russian Academy of Sciences, specializing in international law.

In September 2011, he became an assistant professor, and later an associate professor at the Department of International Law at the Faculty of Law, Tajik National University.

From March 2012 to July 2013, he served as the Deputy Dean of this faculty.  He also held the position of Deputy Rector at the Rasht Teachers’ Training Institute for a period and, after a year, became the Deputy Dean of the Faculty of Law at Tajik National University.

He also served as the director of the National Center for Legislation under the President of Tajikistan and was appointed Rector of the Teachers’ Training Institute in the Rasht district on July 30, 2018.

For a brief period, he was the head of the Department of Education, Culture, and Information at the Executive Office of the President of the Republic of Tajikistan.

After entering the Majlisi Namoyandagon in May 2021, he was elected Chairman of the Majlisi Namoyandagon Committee on State Structure and Local Self-Government.

On October 22, 2021, Fayzali Idizoda was elected Deputy Chair of the Permanent Commission of the CIS Inter-Parliamentary Assembly.

On March 2, 2025, he was elected to the Majlisi Namoyandagon for single-mandate constituency No 12 (Rasht district). 

Fayzali Idizoda has scientific degree of Candidate of Sciences in Law; he defended his thesis on the topic “Legal and International Aspects of the Involvement of International Organizations in Conflict Resolution in Tajikistan" in 2011.

 

Why was Idizoda elected as the Speaker of the Majlisi Namoyandagon?

The position of Speaker of the Majlisi Namoyandagon in Tajikistan is an elected one.  According to information from the state-run news agency Khovar, Idizoda was elected as the Speaker in a free vote with the support of all the lawmakers.

He replaced Muhammadtohir Zokirzoda, who was elected as a representative from the Rasht region and had been the Speaker for the last five years.  Zokirzoda, in turn, had replaced Shukurjon Zuhurov, who was also a representative from the Rasht region and served as Speaker of Tajikistan’s lower chamber of parliament for two consecutive terms of five years.  Before Zuhurov, Saydullo Khayrulloyev, also a representative from the Rasht region, had served as Speaker of the Majlisi Namoyandagon for five years.

It is worth noting that according to the political tradition in the country, the Speaker of the Majlisi Namoyandagon is usually someone from the Rasht region.  This tradition has been followed for more than twenty years.  Therefore, this year, when Zokirzoda did not enter parliament and Idizoda was elected as a representative from the Rasht region, many anticipated that he would be the next Speaker. And indeed, this prediction turned out to be correct.
