DUSHANBE, January 21, 2010, Asia-Plus — Tajikistan plans to offer the adoption of the water doctrine of Central Asia at the upcoming international conference on the water issues that will take place in Dushanbe in June this year, Minister of land Reclamation and Water Resources Said Yoqubzod announced at a news conference in Dushanbe on January 21.
According to him, there are many conventions on water problems, but these conventions “concern only quality of water or water environmental situation.” “These conventions do not touch upon issues related to water use volumes,” said the minister, “That is why we plan to propose to adopt the mentioned doctrine.”
He added that existing water-related conventions did more for European countries. “Of course, we are taking into account all the best points of these conventions while designing the water doctrine of Central Asia,” Yoqubzod said.
We will recall that Tajik President Emomali Rahmon came up with the initiative to design the water doctrine of Central Asia during the international conference to discuss water-related disaster reduction risk that was held in Dushanbe on June 27, 2008. Addressing the conference Rahmon noted that analysis of the Central Asian water problems over the last 15-17 years has shown that the region lacks a fundamental and comprehensive framework document, a kind of water doctrine, which considers universal principles of water policy and takes into account reduction of water related risks, interests of all water users, global climate changes, etc.
