A new book by SC Secretary-General Rashid Alimov, entitled “SCO: Global Profile in International Relations”, has been presented in SCO Headquarters in Beijing.

The book reportedly reflects the dynamic of development of the Shanghai Cooperation Organization during the short, by historical standards, period.  It describes the most important events that have taken place in the life of the Organization over the past two years.  

The book is reportedly is continuation of another book by Rashid Alimov entitled "SCO: Assertion, Development, Prospects". 

Recall, Renmin University of China unveiled the Chinese-language edition of "SCO: Assertion, Development, Prospects" on May 13 this year.

A Russian-language version of Mr. Alimov's book "Shanghai Cooperation Organization: Assertion, Development, Prospects" was published in 2017.  Experts from the Center of Russian Studies at Renmin University of China and St Petersburg State University translated the book into Chinese.

Rashid Alimov has served as SCO Secretary-General since January 1, 2016.  He was appointed SCO Secretary-General for the period from January 1, 2016 to December 31, 2018 at the SCO summit in Ufa on July 10, 2015.  Rashid Alimov holds the diplomatic rank of the Ambassador Extraordinary and Plenipotentiary.

He is author of dozens of books and over 50 articles on international relations published in academic journals in China, Kazakhstan, Russia and Tajikistan.

Rashid Alimov received the state orders Friendship of Nations and Sharaf, as well as medals and other awards of the Republic of Tajikistan.

He is winner of the Silk Road — Humanitarian Cooperation international prize and gold medal for special contribution to humanitarian cooperation between SCO member states.

Alimov is married with two children.

The SCO Secretariat, based in Beijing, is the main permanent executive body of the SCO.  Bringing together the colorful and distinctive cultures of Central Asia, Russia and China, it promotes mutual assistance and team spirit among staff and provides reliable support on the basis of a stable administrative system that has taken shape over 15 years.

The Secretariat is headed by the Secretary-General.  Nominated by the Council of Ministers of Foreign Affairs and approved by the Heads of State Council, the Secretary-General is appointed from among citizens of the SCO member states on a rotating basis in Russian alphabetical order for a single three-year term with no possibility of extension.  Deputy Secretaries-General are nominated by the Council of National Coordinators and approved by the Council of Ministers of Foreign Affairs. Officials of the Secretariat are hired from among citizens of the SCO member states on the basis of quotas.

The SCO Secretariat coordinates the activity of the SCO and provides informational, analytical, legal, organizational and technical support.

The Secretariat coordinates the organization's cooperation with observer states and dialogue partners in line with SCO regulatory and legal documents, works with states and international organizations on issues related to the organization's activity, and concludes agreements to that end with the consent of the member states.  The Secretariat also works with non-governmental organizations within the SCO framework in accordance with the legal documents regulating their activity.  In addition, it organizes and coordinates the activity of the SCO Observer Mission in presidential and/or parliamentary elections, as well as referendums.
